EN E-001476/2022 Answer given by Mr Gentiloni on behalf of the European Commission (23.6.2022) The Technical Arrangement concluded in 2005 requires that the postal code and the name of the city, village or industrial zone, where production conferring originating status has taken place, appear on all proofs of preferential origin issued or made out in Israel. A notice to importers for exports from Israel into the EU was published in 20121 for these purposes. Based on a yearly updated list of non-eligible locations, Member States' customs authorities verify whether imported goods can be granted preferential treatment. The last update was published on DG TAXUD’s website on 30 March 20222 and the implementation of the Arrangement is also discussed at the Customs Expert Group - Origin section with the Member States' customs authorities. The competent authorities of the Member States have the prime responsibility for the correct day-to-day implementation of EU customs legislation in their national territories and therefore of the tracking system and the control of the correctness of the customs declarations. The Commission is tasked to oversee such implementation and enforcement under the Control of the Court of Justice and can, if necessary, envisage the opening of infringement proceedings.
