European Parliament 2024-2029 Committee on Petitions 28.5.2025 NOTICE TO MEMBERS Subject: Petition No 0378/2025 by Wiesław Królikowski (Polish), on behalf of ‘Krajowy Sekretariat Łączności NSZZ Solidarność’, on the working conditions of postal workers and alleged breach of Directive (EU) 2022/2041 on adequate minimum wages in Poland 1. Summary of petition The petitioner complains about alleged violations of workers’ rights at Poczta Polska, which supposedly breach the Charter of Fundamental Rights of the EU, the European Pillar of Social Rights, and Directive (EU) 2022/2041. The main violation concerns the deliberate exclusion of workers’ representatives from the Supervisory Board and the Management Board of the company, which allowed the termination of the Collective Labour Agreement without any opposition from the workers' side. In August 2024, Polish Minister of State Assets dismissed employees’ representatives, and the Collective Labour Agreement was terminated, with the aim of eliminating employees oversight and influence over decisions related to worsening working conditions. The new wage regulation allegedly deprived employees of effective mechanisms to protect their interests.
