CONTEXT OF THE DELEGATED ACT Directive 2002/59/EC1 of the European Parliament and of the Council of 27 June 2002 establishing a Community vessel traffic monitoring and information system and repealing Council Directive 93/75/EEC aims to improve maritime safety by enhancing the safety of navigation, reducing the risk of pollution, and facilitating the efficiency of maritime traffic and maritime transport. Annex I to Directive 2002/59/EC specifies the list of information that vessels should notify to the competent authorities when they are entering ports or areas of mandatory ship reporting systems (MRS), as adopted by the International Maritime Organisation (IMO), according to Regulation 11 Chapter V of the the International Convention of 1974 for the Safety of Life At Sea (SOLAS 1974). Directive 2009/20/EC2 of the European Parliament and of the Council of 23 April 2009 on the insurance of shipowners for maritime claims aims to ensure that ships either flying EU flags or entering EU waters have adequate insurance covering such ships, thus promoting quality shipping through enhanced responsibility of economic operators.
