On 2 February 2018, the Commission received notification of a proposed concentration pursuant to Article 4 and following a referral pursuant to Article 4(5) of Council Regulation (EC) No 139/2004 (1). This notification concerns the following undertakings: — Quaker Chemical Corporation (United States) (‘Quaker’), — Global Houghton Ltd (United States) (‘Houghton’), controlled by Gulf Houghton. Quaker acquires within the meaning of Article 3(1)(b) of the Merger Regulation control of Houghton. The concentration is accomplished by way of purchase of shares. 2. The business activities of the undertakings concerned are: — Quaker: engaged in the development and marketing of custom-formulated chemical specialty products. Quaker is a global provider of process fluids, chemical specialty products and technical expertise to a wide range of industries. — Houghton: engaged in the development, production and management of specialty chemicals, oils and lubricants. Houghton sells its products to a wide variety of industries. 3. On preliminary examination, the Commission finds that the notified transaction could fall within the scope of the Merger Regulation.
