European Parliament 2024-2029 Committee on Petitions 13.5.2025 NOTICE TO MEMBERS Subject: Petition No 1023/2024 by Bruno Piketty (French) on the alleged violation of the Aarhus Convention and of Directive 2011/92/EU by a project to bury hazardous waste in France 1. Summary of petition The petitioner refers to the planned extension of a hazardous waste landfill site in Seine-et- Marne (France). In his view, the extension is in breach of the Aarhus Convention and Directive 2011/92/EU. The petitioner is complaining about the alleged absence of an environmental impact assessment for the project and that the dossier submitted for public participation is very brief. He stresses the alleged lack of a genuine ‘reasonable alternative’, such as recycling the waste, and that there is no guarantee that the waste will not leak into the natural environment. The petitioner considers that there was an infringement of Articles 6.6.(b) and 6.6.(e) of the Aarhus Convention and Articles 5(1)(b), 5(1)(c) and 5(1)(d) of Directive 2011/92/EU. According to the petitioner, there is also an infringement of Article 6.4. of the Convention insofar as the public is not exercising ‘effective participation’. 2.
