AT A GLANCE Plenary – June 2025 Welfare and traceability of dogs and cats In 2023, the Commission introduced a proposal for new rules on the welfare and traceability of dogs and cats. The initiative establishes EU-wide minimum standards for the first time, covering – among other things – the accommodation, care, and treatment of these animals. The European Parliament is expected to adopt its position at first reading on the Commission proposal during its June session. Background A 2023 Eurobarometer survey found that 44 % of EU citizens own companion animals, and 74 % believe their welfare should be better protected. The trade in these animals is substantial but, unfortunately, it also includes illegal trade and transportation from within and outside the EU, despite some licensed breeders adhering to high animal welfare standards. While there are EU laws that cover dogs and cats in certain contexts, there is currently no EU legislation specifically focused on the welfare of dogs and cats. Only some horizontal provisions of the Digital Services Act apply to online sales of dogs and cats.
