EN E-001728/2025 Answer given by High Representative/Vice-President Kallas on behalf of the European Commission (12.6.2025) A listing of a group or entity under any EU regime of restrictive measures has certain legal and political requirements. As regards the possibility of a listing under Council Common Position of 27 December 2001 on the application of specific measures to combat terrorism (2001/931/CFSP)1, the main legal requirement is a decision by a national competent authority for the involvement of the group or entity in terrorist acts as defined by the same Common Position. If that legal requirement is met, a proposal to list a group or entity is adopted only if there is unanimous agreement by the Member States in the Council.
