ANNEX I Cost-optimal methodology framework 1. ESTABLISHMENT OF REFERENCE BUILDINGS 1.1. Member States shall establish reference buildings for the following building categories: 1. single-family buildings; 2. apartment blocks and multifamily buildings; 3. office buildings. 1.2.
