EASA publishes CBTA Opinion for training next ATCO generation

Following the publication of NPA 2023-02 and the EASA-EUROCONTROL Workshop on 20-21 November 2023 about the introduction of competency-based training and assessment (CBTA) in air traffic controller (ATCO) training, EASA published today its Opinion No 06/2024, which is submitted to the European Commission. The Opinion sets performance standards for the initial training of the next generation of ATCOs based on the principles of CBTA. In addition, it enables the virtualisation of training and acceptance of third-country ATCO licences. The proposed amendments are expected to create a less fragmented qualification system and enable the application of more harmonised European training standards; further, they are expected to make additional ATCO resources available. The CBTA is the preferred International Civil Aviation Organization (ICAO) method for designing and implementing training and assessment programmes for aviation personnel, and is considered the most effective approach to enhancing performance and enabling reliable mutual recognition of licences. On the regulatory front, Europe is leading the way with the introduction of CBTA into ATCO training and licensing. The Opinion is a result of an over 3-year collaborative effort with EUROCONTROL, the Air Traffic Management (ATM) Training Team and various stakeholder arrangements, and consolidates the consensus and confidence of the ATM training community regarding the prospective benefits.
