Introduction Council Regulation (EU) No 1024/2013 (1) established the Single Supervisory Mechanism (SSM) on the basis of Article 127(6) of the Treaty on the Functioning of the European Union. The SSM is composed of the European Central Bank (ECB) and the national competent authorities of the Member States whose currency is the euro, with the possibility to establish a close cooperation with the competent authorities of Member States whose currency is not the euro. The ECB is responsible for the overall functioning of the SSM. Pursuant to Article 24(1) of Regulation (EU) No 1024/2013, the ECB established an Administrative Board of Review (the ‘Administrative Board’) for the purposes of carrying out an internal administrative review of decisions taken by the ECB in exercising the powers conferred on it by Regulation (EU) No 1024/2013 following a request for review.
