Pleas in law and main arguments In support of the action, the applicant relies on two pleas in law. First plea in law, alleging that the Commission’s failure to act was in breach of the obligation to set a time line pursuant to Article 15(2) of Regulation 2019/788 of the European Parliament and of the Council of 17 April 20191 and Article 41 of the Charter of Fundamental Rights.
